RCP-CWK-047 Project File Auditor
Scans the project directory to detect misplaced files, root allowlist violations, and reference-avoidance violations per CD-031 (File Organization & Cleanup specification). Classifies every file into one of 8 Local categories (L-1 through L-8) using a decision tree. Produces a structured audit report with remediation recommendations. Two modes: “audit” (report only) and “remediate” (execute approved moves with git mv).
